Any truth to the rumor that each of the first six people get to make a pick in the sixth or seventh round?

How cool would it be if a fan is handed the card with the teams selection, he goes to the microphone and says the name and school of a different player? You know, "with the (insert #) pick in the draft, the Jets pick (insert Name) from Buffalo State! Oh, I want that to happen. Awesomeness. Serioulsy, hope some draft geek gets the opportunity - get's good and drunk, or high, and does this. Twitter would go nuts. Seeing that the likes of Albert Breer, Schefter, etc. like to tweet the picks right before they are actually made....that would be so cool. Make it happen, Woody!

Any truth to the rumor that those picks won't actually be traded?
