Priority UFAs. You don't have to spend crazy money to get guys like Austin Howard and McIntyre. You have to target the right guys. It doesn't require money to fill out a roster with NFL quality JAGs. They have to be NFL quality though. No Adrien Clarke or Colin Baxter. There is a very thin line between NFL JAG and useless. It is not easy, but it is necessary.
