And to get a QB and a 2nd Round Pick, all it costs them in salary, something they have a ton of room for. It's a risky move on the will he/won't he work out front, as almost all QB moves are, but really it's not a bad move in and of itself for the Browns. It looks like he won't take a snap for the Browns, might not be on the roster. They did this to eat up cap space they didn't want to spend and got a 2nd round draft pick as a bonus.
