It is. IMHO it is BS, but until proven otherwise I digress. If this new fiscal responsibility comes to fruition, the Yankees have some big contracts that will come off over the next few years (Rivera and Jeter), but they also have young players in line for a payday (Cano). Again, if this hard cap actually happens, you eventually have to cut talent to save money and replace with cheap players. Yankee Nation will soon see replacing a Papelbon with a collection of guys. Another thing to consider is whose money it is. The Royals demise from contenders to small market coincided with Ewing Kaufman's death. He did not mind spending 10s of millions of dollars every year to be competitive. It did not help how he transitioned the team after his death. The Sox have a mess in the bullpen, unknowns going at the 4th and 5th spots in the rotation, but have spent enough on offense to keep them north of .500.
