The following memo, obtained by NFL Media's Albert Breer, was sent out by the NFL to the public relations directors for all 32 teams, regarding the Raiders' exploration of Las Vegas as a possible destination for relocation:

There have been reports over the last day about a proposal to construct a new stadium in Las Vegas in connection with a possible move of the Raidersto Las Vegas. If your club owner or executives are asked about this, there is no need to comment. If any comment is offered, please keep the following points in mind:

1. All decisions regarding the location of teams are made by the full membership. Three-fourths of the member clubs must approve any team move.

2. No proposal made to the league. It would be speculative to suggest that your club would or would not support such a proposal. If such a proposal is made, it would be considered under the league’s relocation policies.

3. There is no prohibition under league rules on a team moving to any particular city. Any proposal for relocation would be evaluated based on the same standards as apply to any proposed move. Those standards are well-known, having just been applied in connection with relocation proposals to Los Angeles.

This will be interesting.  No league has wanted a team in Vegas.

Dont know why anyone would want to move to a city where the residents are mostly service workers, the base is made up of visitors and the city itself would be the 4th smallest market in the league.

No teams want to be in Vegas( a lot of money to be made), but the leagues have resisted because of the sports betting .( Jersey is going to vote on allowing sports betting- when that happens can't deny the Raiders on the same ground.

They are going to build the Unlv running rebels a 1 billion dollar state of the art stadium- will put to shame Jerry Jones Stadium.( a lot of cheap labor in Vegas- a billion goes way way further in Vegas than NY/NJ .   Not to mention a dime won't come out of Mark Davis pocket to build.

Those football games will be sell outs every week.

Vegas is a small market, would be 4th smallest, with a down service economy and transient population.   People aren't going to plan a gambling vacation to Vegas and spend it watching the Raiders.  The market on its own won't support a team.  No matter what the stadium looks like.  It's a stupid idea.  That will never happen

No matter how you spin it.

I could see it as the ultimate fan roadtrip game. I would bet the stadium would be packed with visiting team fans every week, no matter the team. The home team would have the worst home field advantage, but the stadium would be packed. Also, every stadium would have luxury boxes for their high rollers.

don't think it's the issue it once was given Internet gambling.  But still would have all the illegal gambling types all over the team.  UNLV sports have had gambling issues, why bring in that element and the negative connotations and scrutiny it would bring.  To play in a town as ill suited for NFL football as there is

agree totally.  Don't think they'd ever pack a stadium but whatever crowd they get would never give them a home field advantage.  Just another stupid decision by the raiders

Here is a Raider insider - what he heard.

Adelson & Mark Davis Meeting-Insider Info.

OK, let me tee this up first.

-One of my best friends who some of you have met is a huge Raider fan for as long as I have been since 1970. He is a restaurant/casino owner in Las Vegas, off the strip for mostly locals (casino, hotel, construction workers, etc.)

He knows a lot of the Vegas movers and shakers pretty well and has lived there since 1994. He has been to Mecca with me a few times and goes to a couple of games in Oakland each year.

So...

One of this investors and friends is an executive with one of the hotels (not named here, but there are only 2) that is owned and operated by Sheldon Adelson. He is part of Adelson's staff, etc.

Here is the Skinny on the Mark Davis meeting with Adelson according to him. There have already been some reports in Vegas that have alluded to some this already.

-Al Davis and Sheldon Adelson were very good friends for decades

-This meeting was/is in no way about the Raiders moving to Las Vegas. Mark knows it, Adelson knows it and the world knows it.

-The meeting however is about a potential partnership with Adelson on a Raiders stadium in Oakland. Adelson is considering a hefty investment in the property, but not with team ownership stake. He wants to help Mark, reap the real estate investment rewards and have control over stadium naming rights and corporate sponsorship.

You can take it for it's worth, but this isn't speculation from the media or fan based opinion. It is coming from an influential executive that works directly for Sheldon Adelson.

Bottom line is that the idea that this is all leverage and posturing for Mark vs. Oakland, but we didn't know that the meeting objective is actually about Adelson investing in the Raiders stadium in Oakland.

Maybe.  Dont see why.  If I want to see the Jets on the road, I would never go all the way to Vegas.  Im not into it but I guess some might be.  But enough fins, Bucs or Browns fans?  To me I'd rather go to a Lambau, SF, NO game.  And what would be the appeal to the Raiders?  Large crowd rooting for the opposition does what for them?

agreed

every year there's some silly rumor trumpeted by the media that a pro team is moving there.  Not only are all the pro sports leagues terrified of being associated with gambling Vegas isn't a wealthy market.

Ultimately I think the raiders get a new stadium somewhere in th vicinity of San Jose/Palo Alto.  San Jose can pay for a new stadium Oakland can't

That would put a new Raiders stadium practically blocks away from Levi Stadium in Santa Clara (adjacent to San Jose). I can't see how Santa Clara, San Francisco, California, or the NFL would allow that. We couldn't even get the NFL behind putting two stadiums in the NYC area.

The Raiders have another opportunity to try to move to LA in two years when the Chargers' option expires. I don't think the Raiders find a home there this time either but they aren't going to seriously make any plans to get into a lease on a new property so long as there is a possibility that they could move in a couple years. After that they probably accept their lot in life and move into Levi Stadium.

The only new stadium the Raiders will play in Northern California would be Levi's Stadium in a share deal with the 49ers.

we were a hair away from building the West Side Dome less than 5 miles from Giants Stadium - that deal was not blocked by the NFL it was blocked by the NY State assembly

Oakland and San Diego are in these pickles because they have no money.    The San Jose/Palo Alto area is practically made of money.

the raiders and 49ers hate eachother even more than the Jets and giants do

No pro sports team is moving to Vegas.  They repeat this nonsense every year because it's clickbait

San Antonio or Toronto will get the raiders before Vegas

That's partially my point. The local and state governments are not going to pay for or put up with two major stadiums right next to each other. One of the key issues with the west side stadium was its proximity to MSG and Cablevision, who owns MSG, put a lot into trying to kill the west side stadium and lobbied hard to block it. The same thing would happen from Santa Clara and Levi Stadium.

The NFL is in a different position after the Rams moved because they have to be concerned about how cities will start dealing with new stadiums and the prospect that teams are more serious than before about moving if they don't get their way. If there is a stadium in the metro area designed to manage two teams--like Levi Stadium--and the NFL can't even massage that deal then every other city has to be concerned about how to protect its interests. That makes building future stadiums less profitable for the teams.

Agree about San Jose but disagree at least in part on the other two. San Diego has a lot of wealthy areas especially the cities in the northern part of its metro area. It could happen but San Diego lacks the desire to give the team that much money. They could afford it, they just don't want to.

Oakland could afford the stadium but there is no reason for them to capitulate. The Raiders don't bring enough business to the city and they are still perceived as having a rough fanbase so no city wants the Raiders like the Chargers or Rams who lack that image. LA might be the only city that would take the Raiders back but it seems demand is greater for the Chargers. The NFL is basically forcing the Raiders to stay in Oakland so there's no reason for Oakland to capitulate and give the Raiders free money.

I heard on the radio the Chargers will receive 300 million from the NFL to build a stadium if they stay in San Diego.  Only, 200, if they move to a city and build their own.

I get cities maintaining a hard line when it comes to funding a stadium for a billionaire, but San Diego lets keep it real.  A great city to visit, but you are not LA.

why would they loan them more at one location and less at another?

Thought the league loaned up to $150 mil for a stadium project, why $300 mil?  When did they change it up?

dude Oakland can't pay their police department how the hell could that broken city afford to pay for a stadium?

You people mostly come from NY and NJ and you're acting like gambling and bookies and the like are so foreign to other locales outside of Vegas. It's pearl clutching at its finest.

As far as a home crowd goes, I give you every pro sports team in the state of Florida.
