The only ones under this are guys still on a rookie deal like Carr and Teddy. The only exception really is RG3 and he isn't automatically the starter. He played zero downs last season with Wash. Fitz wasn't high on the list but neither was Tom Brady who was around 16th. So it really doesn't mean that much. Numbers do not always tell the whole story.
