Why wouldn't Jets just announce final 3 cuts today?

Jets needed to release 15 players by Tiesday, today they released 11 and put one on the injured list. So they still have to release 3 more.  But why not just release them today with the others?

I guess there are 5 possible reasons:

1) They are still evaluating players and haven't decided yet?

2) They want to explore the waiver wire before making a final decision?

3) They are working on some sort of trade that will impact who they cut?

4) They actually have cut the other 3 but we just haven't heard yet?

5) They want to wait until the last minute to announce the other 3 in the hopes they'll slip through waivers and be re-signed to the practice squad?

The Cowboys are being difficult and are low balling the Jets on the Petty trade. Macc has time so he is letting it play out.
