If Alex Smith can be traded this week, can Cousins be signed this week?

I was surprised that the Alex Smith trade could actually happen this week.  I assumed the window for this to happen would only be open after this season (meaning after the Superbowl was over).  So is the clock ticking right now on signing Cousins?

Long answer: No because he is still under contract with the Redskins.  Until they cut him or tag him, he can't be approached.
