The draft wildcard: will the NFL's tackling rules change (must keep your head up) affect the draft?

This feels like a big rules change.  Does this make players like Saquon Barkley and Lamar Jackson more valuable?  Maybe it helps protect Josh Rosen?  

Maybe teams won't realize the effect until another season and it will change future drafts?
