Lee should not have been a MLB. With his speed he should be playing the weak side and rush the passer or even strong side and cover the TE. He was out of position.

Right.   Comp picks are valued based on playing time and the size of his new contract.  It is unlikely that Lee, coming off a season as "5th LB" on a team with a 4-3 coach is going to get much of a contract or ceded much playing time.  By rule of thumb, a pick in the 2019 draft will be worth 2 rounds higher than the 2021 comp pick we would expect.  It also will also probably be higher in the round, since comp picks are at the end of the round. 

You definitely dangle him.  If you hate the offers, he might have some value situationally and you might be able to use him in specials or as a speed rusher like Maybin, though Maybin had actual pass rush ability.
