It was literally the dumbest thing he could have done. Most likely reason to preserve the TO was to run 2 plays, which he declined anyway (and that’s even with the refs giving Brees an extra 2 seconds of non-runoff before the snap). Maybe if there were 19 seconds left instead of 21 you could argue keeping the TO to avoid another 10 second runoff, in case of another Saints penalty, but that’s really reaching.
