Its because he has absolutely zero feel for the game. He calls plays like he's playing madden. And he's bad at it.

There probably isn’t a check down on purpose because they’re tanking.
 

I’d have to assume there’s probably a safety valve or check down in almost every single pass play ever created because a coach doesn’t just only think about their primary route and not consider the QB might need a plan B or C if the first read is covered lol. Doesn’t sound very smart to leave out
