The Jets haven't had the # 1 pick in 23 years.  And they didn't take a QB with that pick.  They passed on Peyton Manning while trading down. 

So, no.  We've actually never "seen this movie before" in the post-merger NFL.   Not since Joe Namath, the # 1 pick in the 1965 AFL draft.  That worked out well.
