That money goes to the current owners. They may be dilluting the future cap gain on their own franchise only if it impacts the value of their own franchise negatively. So far expansion hasn't dilluted other franchise value it's increased it as football becomes more popular through live viewership it has increase national viewership and TV revenue. The current owners would get billions to split between them with the sale of 8 new francises. You'd have most of the top talents going to "Serie B" teams every year and they wouldn't want that. The league has a hard enough time fielding decent rosters and head coaches with the current teams. All teams will be diluted in quality of both coaches and players. There is very little reason for owners to want to dilute revenue and certainly no owner wants to volunteer themselves to downgrade to a second tier league.
