Because Douglas could not get rid of too many of his picks in one season.  

Perine should have been another OL.  You can argue that so should have Carter for that matter.   A team with a good line can pick Michael Carter in the bottom of the 3rd rather than top of the 4th.  I like Carter, but he will be burned out when the Jets are any good.  
 

Having a third and fourth round draft pick be inactive a year and a half later is not a good sign.
