They probably just wanted Siebert under contract going into the off season or to at least have a contract they had some control over.  Zuerlein is an unrestricted free agent and this would give them a backup plan if they are unable to re-sign Greg the Leg

Would be very Douglas to finally find a kicker and then let him walk in FA to save money.
