Rangers playoff tickets question

I was hoping to score tix to the playoffs and I learned from the Ranger's website that they will be going on sale on Tuesday, at 9am to the general public. The website also said that wristbands will be distributed beginning at 11:59 pm the night before the tix go on sale. WTF is the wristband for, is it to buy the tix? And if so, does that mean that I need to be at the garden from 11:59pm monday thru 9am tuesday??? If anyone has dealt with this recently let me know, I realize recently is relative since we haven't been in the playoffs in quite some time.
