The key is MEANINGFULLY contribute.  Not just get activated or play a snap or 2, but really contributed in a game.

I included Jason Brownlee in case he makes it onto the Practice Squad at some point

This team is riding Breece for 20 carries and 5-7 targets a game; Allen gets 10 touches

Rodgers will be surgical in his dissecting the secondary with GW for 10-12 targets a game with Conklin, Williams, Lizard, Gipson another 12-15 targets. 
Not many snaps left for any other offensive players.

Defensively, maybe Holmes gets called up if we lose someone to injury.
 

We will be a run heavy offense, keeping AR clean as much as possible… until teams try and take the running game away.

Your logic is spot on but a bunch of the receptions will go to Hall and Allen. Like a run but makes the D be honest.
