And like someone else said, he probably doesn't want to be a backup. This goes to show you though that just being drafted high doesn't guarantee you even a roster spot. iirc, Leftwich was taken #6 overall just a few years ago. People were hyping him up as recently as a season ago. Now he's cut. If Clemens can't show enough to get a starting job, he can get cut too. No guarantees.
