The Pats did not release Troy Brown, they declined to pick up his option, thus his free agent status. How many teams out there are looking for a 35-year old WR/CB/PR? Even better, how many teams out there will be offering big bucks on the open market for his services. The answer to both questions is probably none. His cap hit alone this year was 5+ million. The Pats had to do what they did (as much as you like the guy, it's still a business first). My guess, they are in the process of working out a new contract for him and he will be back with the Pats with a much more cap-friendly contract. You know the Patriots, they sign middle of the road FA guys for short money. I'm no expert, but when they released Law, they freed up around $9 million alone. They are in the process of restructuring Brady's deal, and will sign Vinatieri to a long term deal. My money is that they'll be under the salary cap and still remain competitive. I think that's a given. It's tough to tell what they are doing, because they are so unpredictable. Also, they've been doing just fine for the last 5 years, so I have no reason to speculate or criticize what they are doing for/against that very reason.
