It's a cap penalty of 3 million for cutting Chad Pennington that counts against the cap in 2009. I notice this kind of thing because Miami is still paying Culpepper money. He is still only 28 and being a converted d-lineman, he could still get even better. And you would not want to disrupt the continuity of that starting 5.
