He's the same type of player, with Harvin being a bit tougher. Both are gimmicky type players though that need special plays to get them the ball in open space. The article lists his combine 40 at 4.39, but officially it was 4.41. Minor difference, but you think the guy would check - it's up on the nfl website. I'm not so sure teams care that much about weed, but Harvin and Tate are the only two that tested positive and they have the same agent? Sounds like he needs to research the testing procedures.
