For stadium buffs: when do you think the upper tier will be filled (seniority years)?

I feel like I have a real borderline year of seniority-- 1995. The preference seems to be that people in the lower tier (most of whom probably have good seniority years) are retreating to the upper deck.

I think they are filling 1983 and earlier right now. When do you think the upper tier will be filled and ticketholders will be forced to buy PSL's or fold?

They are on 2004 now, 2004 is a big year because of the switch from Shea to the Meadowlands
