The officer says Kathryn Winkfein -- a great-grandmother -- mouthed off and got physical during a traffic stop on May 11, 2009. Deputy Chris Bieze stopped Winkfein for speeding. After he completed the paper work -- she refused to sign it. That's when things got ugly. According to the deputy, he shoved Winkfein so she would get away from the side of the highway. The elderly woman started to tease the officer... "daring" him to use his taser on her. He warned her several times she was in danger of being tasered. The officer eventually did use the device that delivers a shock. Winkfein wasn't hurt, but you can hear here moans of agony on the tape right after it happened. Travis County, Texas Sergeant Major Gary Griffin says after reviewing the footage the officer followed policy and stands by his decision to use it. Cop followed procedure, and it's pretty hilarious how she thought she'd get away with blatantly lying about the incident when everyone knew there was a tape that would eventually be released. Sorry, but you don't get to tell an officer to take you to jail after he's in his right to, resist arrest afterwards, and then get in his face while daring him to taze you. I can't watch the video here at work, so if she was fat or a smoker then yeah, she's probably too weak to be a threat. I'd have a problem if she was 82 or 92. wait....Great-Grandmother at only 72? In Jersey, we don't have tasers, but we do have pepper spray, and AG guidelines dictate that we cannot use it on the elderly or anyone under 12yrs old, as the trauma could cause serious injury. Pepper spray, trasers and collapsible batons are methods of force reserved to protect the officer and the public. If this constable couldn't handle a great-grandma with his hands or his cuffs, then the taser is a viable option. It's part of the job description and the reason they/we are trained in defensive tactics, weapon retention, threat awareness and officer safety. A 12 year old suburban kid COULD have a gun, but chances are he is less of a threat than a 19 year-old member of the Bloods on a Newark street corner. Common sense and experience helps you to survive far more often than the weapons on your gunbelt. This guy seems to lack such common sense. She almost walked into traffic a few times. He tried multiple times to restrain her. And after appearing in the news saying the police officer lied in his report, she "surprisingly" shut up and stopped doing interviews once the dash cam video came out. Its real simple. I'm just saying, that if he could have slapped the cuffs on her, he should have. If that was a feasible option, he should have taken it. "She resisted a lawful order so I arrested her" sounds a whole mess better than "She resisted arrest so I zapped her dumbass" even if he is well within his rights to do both. I agree the old lady really wasn't a threat but if he slammed her on the ground and broke her hip he'd have a mountain of paperwork to do he tazed and cuffed her without causing any major injuries.
