It's an interesting development: --The NFL started to become pass happy when, ironically, 2 of the greatest QBs ever (Elway & Marino) were at the end in the late 1990s. --The Cover 2 became prominent to counter the emphasis on passing, which led to the decline of importance of the cover corner (since the scheme can make use of lesser CB talent). --The rule changes, as you mentioned, put a dent in the Cover 2 because these lesser CB talent weren't allowed to make up for their lack of skill by grabbing WRs. --Which led to an increased emphasis in acquiring athleting DBs as safeties, CBs, and NBs. Its for the AFL 50th year merchandise. Well that part of the commercial couldn't have been any more backwards. It was like the exact play but Revis was coming down with it.
