Still, Mike Reiss of ESPN Boston describes the move as "procedural," and Welker is eligible to come off active/PUP at any time. His progress remains worth monitoring daily for fantasy purposes. He's on the "active/PUP" list, and I believe that means he can come off the list at any time. If he opens the season on the "reserve/PUP" list, then he's out for six games, minimum.
