Are lack of suspensions (personal conduct) due to Labor Dispute?

It appears according to nfl.com that Cedric Benson will not be suspended for his alleged bar fight earlier this offseason. Consider that many players this offseason that would have possibly faced suspension for various violations of the personal conduct policy (Benson, Vince Young, Michael Vick, Braylon Edwards, plethora of Dolphins, etc) won't face suspension this year. The only suspensions that took place are those that violated the substance abuse policy (like Holmes) and management (the Detroit executive). This seems quite different than the pattern that Roger Goodell has set over the last few years and I'm wondering whether the labor dispute has anything to do with it.
