There's a really, really, really easy solution to all this that would work out great for everyone, but that Goodell is too much of an a$$hole to think of.

Simply allow celebrations after TDs. No excessive celebration penalty or fine.

This has the triple (yes triple) benefit of making the bozo celebrating a non-TD look like a total clown. If enough reversals happen the players then are suddenly a lot more shy about the excessive celebration, for fear of looking like a total moron. Of course, to force the players to excessively celebrate in advance, there is a delay of game if a player is still celebrating after the final decision is made on the scoring play, within reason (some time to get the kicking team in of course, so that it's not unfair).

See how simple solutions are? Of course if you are Goodell, it's impossible to figure these things out. I have trouble figuring out just why he is such an a$$hole. My theory is somebody stuck a long stick up his a$$ and it has been lodged there most of his life.
