The field-stretching wideout is leaving San Diego for the Tampa Bay Buccaneers, per longtime beat writer Kevin Acee of The San Diego Union-Tribune Jackson, who had an often contentious relationship with Chargers GM A.J. Smith, had 1,000 or more receiving yards in three of the past four seasons; 2010 was the exception when Jackson held out for most of the season in a contract dispute. Smith put the franchise tag on him in 2011 but declined to use it again last week. Jackson caught 60 balls for 1,106 yards and nine TDs last year. He would provide Bucs QB Josh Freeman a needed deep threat and another welcome body -- Jackson is 6-5, 230 pounds -- in the red zone. If not, the will get hit with a penalty for being to far under the mandatory 95% I wasn't aware that a team could be penalized for being too far under the cap. If not, the will get hit with a penalty for being to far under the mandatory 95% The penalty doesn't kick in until 2013. Teams have to spend 89% of the cap after that happens.
