It's because the run is our offensive identity, and our strength, so teams are selling out to stop our key strength. Not so much because "weak arm". The Raiders sold out to stop the run with Geno in there last week too. It's basic football, take away our best weapon: before getting hurt vs. the Patriots, that was Chris Ivory.
