A Rule that I had never heard of

Now I think that I have seen a lot of football of my 33 years of watching the sport, butthere was a ruling last night that I had never seen no heard of before. And I am sure that it had to be used:

If you down a punt inside the opponent's one yard line, the ball comes out to the 1 yard line.

First why? And I have never seen it used before, or at least stated.

I never heard of that before either..and if I remember correctly..I have seen balls downed between the goal line and the 1 yard line on punts before..thats why that was surprising to me..maybe a new rule??
