The 3 weeks thing is if you sign someone from another team's practice squad. That doesn't apply to Morgan, who was a free agent after he cleared waivers. The Panthers signed quarterback James Morgan. A former fourth-round pick of the Jets from Florida International, he gives them a third quarterback for practice behind starter Sam Darnold and backup P.J. Walker. I do not believe that is the case. He was waived and signed straight to their practice squad. I think the 3 week requirement is for players being poached from a team's practice squad.
