Not offer big contracts to the players who were free agents last year, in order to keep player salaries down.

If the owners did collude, the Yankees didn't get the memo.

I wouldn't put it past the owners to do something like this. They were busted in the 80's. I just think that the economic conditions had more to do with the lack of big contracts than an organized effort to keep salaries down.
