La Canfora says the possibilities include “a spring league that would consist of players likely with three years' or less experience” and “an in-season academy that would train a valuable talent base -- players not under contract who get workouts and jobs through the season -- that would run from final cuts until November.

So its like a football unemployment agency that showcases the players seeking NFL jobs.

If I'm understanding it correctly,the spring league would be for anyone who is accepted, under contract or not, as long as they had 3 years or less.   The league is to get them some experience they can't get from the CS.  

The "in season academy" seems to be along of what your saying, and un-employment office  for football players.  Keep them in shape, and in the teams eyes.

if that's what it is going to be, I like it
