A delay of game by dropping the ball out of frustration of not getting in, calling that as a penalty was more of a delay of game than just picking up the ball and spotting it. They do need to look at that ans instruct the officials better on what to call and what not to, excessive celebrations, IE: Santana Moss spinning the ball after every catch is one.
