Penny could be a steal if healthy, plus at just 5 million, it's worth the risk. This article doesn't talk about Bard, but I believe it's a mnior league deal. If he's willing to sign a one or two (a stretch) year deal for a much reduced rate. His game prep and handling of the young pitching staff is more important than his batting average last season and would continue to be that way. That being said, it wouldn't hurt if he hit over .250. I know you're being sarcastic buyt both of these deals are fairly low in terms of salary and anyone could have signed them.
