The Tigers are, infact, worse than the Cubs. The Cubs are 18th in runs scored... the Tigers 25th. Now, Detroit is 8th in ERA, while the Cubs are 16th... but the Cubs have been missing Wood and Prior practically all season. So, in conclusion, both teams suck, but the Tigers are far worse.
