At that price he's a piece to sign for a contender making a push to go deep into the offseason (see: Rams, last year, Bucs the year prior). We filled out the bottom of the roster pretty well last year. Now we work on the middle. Next year, if all goes well, we can look start looking at marquis pieces. That being said, the secondary does need a boost this year. A solid #2, with Hall hopefully taking a step forward to hold down the #1 spot. Draft seems the most likely as there are some nice players in the late 2nd, early 3rd that can fill that role. Carter/Echols are good nickel/depth guys. Pinnock is going to be a safety apparently. The biggest thing they can do to improve the secondary is get Carl Lawson back and add a true edge this offseason. A pass rush covers a lot of blemishes.
