It just feels like too much to ask. maybe possible with a historically dominant running game? The problem is the game has changed a lot over the last decade you now need a high performance offense. The rules and schemes have made it so your D can only take you so far. In general, even the top defenses don't stop the top offenses from scoring. You just hope to limit their scoring enough so that your offense can score enough.
