First of all, thats like saying that stores can start selling porn however they want, and its the parents responsibility to make sure they don't see it. That isn't how it works. It is mandatory for stores that allow minors in them to cover up the porn. This also goes against your theory that people shouldn't wear baggy clothes because children, etc might see something they shouldn't. Shouldn't it just be the parent's responsibility to make sure they don't walk down the street as the same time as the baggy clothe' wearer. That just isn't how it works. I agree with what you said. We do have a responsibility to an extent. We try to find the line (and don't always get it right). If I missed a porn link let me know. (Because I want to delete the link, no other reason).
