If/When the Jets are set to hire a new HC, who will be the primary decision maker?

The chain of command for the Jets' organization moving forward will likely be the most critical question for the franchise.  Even more important than "Is Sam the guy?"

Ideally, Joe Douglas will have earned the ability to make this call, since we know the Johnson's are inept at making this decision themselves.  But who WILL actually be the primary decision maker when that time comes?

And no, this is NOT intended to be an anti-Gase thread.

It will be Woody or Chris (probably both). Right now Douglas doesn’t have the power to hire/fire a HC.

Has to be Joe D. this time around.  This is the first time in forever that this team snagged a GM that other teams would have pursued in the near future and cut his teeth under one of the best of all time in Ozzie.  Have to figure Bieniemy will be at or near the top of their list.

Joe D has things written into his contract that he will always have control of.  But my guess is if Gase flops as coach... he will probably have a lot more.

I'm giving him one more year and the only benchmark is Darnold improving. In his defense no coach could have really done much better last season with that mess

It's always Woody. If woody doesn't make the decision directly then he hired the guy who made the decision which defacto makes it his decision.
