They can't go for it if it's 4th and 7 or 4th and 13. The penalty does not count, they were never actually going for it they were just trying to get the Browns offsides. Also the one near the goal line was great and if we didn't run TJ twice up the middle for the first two plays I have no doubt in my mind we score a TD there.
