Most of next year's incoming class has already chosen schools and he the benefit of having Kelly won't make a recruiting difference until the following year, when Rosen would have graduated. He’ll be picked anywhere from first to fifth (at the lowest). Theres no reason for him to come back. Ucla isn’t winning it next year even with Chip Kelly. The only reason he'd come back is to win a National Championship, I guess but that's not happening over night and far from guaranteed. Besides, I don't think Rosen gives a **** about college or winning a championship. He's pretty much trashed the NCAA. I'd be pretty shocked if he's doesn't declare. If he were to get injured and seriously hurt his draft stock he'd still have another year to play and improve it.
