There are rumors that a lot of this is personal between ownership and him. And some of this could be related to the conflict between Harbaugh and them. Right now it seems to be about either Kap or York or both parties giving back money like about 5 mil to Denver. Maybe they could split it and maybe Denver take on more of his deal.
