No. The 11 winners plus 5 "Wild Cards" advance. The wild cards are based on the % vote the losers received in round 1. The seeding for round 2 would be the top winners are seeded 1-11. The 12-16 seeds will be the highest % losers. The 1-seed faces the 16-seed, 2 faces 15, etc. The 8 winners in round 2 advance to the quarterfinals. This was deemed to be the most fair way to do it, because we don't know yet who will be getting the toughest 1st round matchups. But we wanted to give some of the losers a "second chance", since so many of the teams in the field are very strong. Round 2 begins the "knockout phase". 8 winners move on, the other 8 are done. Weakness for all intents to me is a little bit up the middle defensively and your rushing attack. Really like your WR DUO, especial considering value of where you got both. Huge steals.
