The current CBA allows the NFL aka Goodell to appoint itself as the arbitrator. So long as the NFL follows the rules its laid out, it can discipline however and whomever it wants. It is a dictatorship not a democracy. They can take away the Patriots draft picks for the next 10 years and make them wear pink if they so choose.
